Default Tools needed to make quality SHIII movies?

Well, choose a codec. Xvid, Divx 6, and VP6 are all good to begin with. H.264 takes a bit of learning, and it's based off of the VP6 codec, but it's a good one, too.

Then grab something like FRAPS.

Then grab something like VirtualdubMod.

Then stuff the FRAPS movies into VirtualdubMod and encode them over to one of the higher-compression codecs.

Then figure out some way of hosting them.

It's complex the first time you do it. After that, it's really simple. Check http://www.doom9.org to get guides and tools.

Me, personally, I'd tell you to choose Divx-6 or VP6. With Divx-6, use the "insane" setting along with GMC and multiple B-frames. With VP6, just choose a bitrate, put it at 100% of it's target, 5% variability, 2-pass, best quality on the 2nd pass.

Oh! And don't try to record anything above 800x600. Your machine will crawl if you try 1024x768, and it'll go just as slow for the guy trying to watch it. Either change your resolution to something smaller, or set FRAPS to record at "half size" (i.e. 512x384).

That depends on what you mean by 'make'.

If you're planning to use Vdubmod to convert the footage and then edit it with another program (depending on what it is you have access to) - do not convert it to DivX or any other lossy codec! They're great codecs for distribution, but they're unstable to edit with and don't make for good quality. Use HuffYUV codec instead, and then convert the movie to DivX or other once you're done.

Otherwise - fraps, vdub, proper codecs and the editing program of your choice. If you don't have one, the only one I know of that's free is Windows Movie Maker.
