How to change renown costs ?

I've been tinkering around with some files but haven't been able to change the renown cost for some of the torpedo's and subs available later on in the war.

I think it doesn't make sense to have to pay for some torpedoes which you need to do your duty with anyway. Seems just a bit unrealistic.

I'm also running the latest SHCmdr, does this perhaps overwrite any changes i could've made in the past ?

Appreciate any help available
