range finder and mouse speed

Hello everyone!

I am getting back into SH4 with my new computer and trying to get all the mods that I had before making some progress but its slow. I did get the bearing tool installed and that is a great help

However, when I try to adjust the periscope reticle to estimate the range the mouse is way too sensitive. I went to Control panel and reduced the mouse cursor speed to almost zero and it did not help, but it did make my mouse so sluggish for normal computer use that I had to re-set it. How can this be fixed?
