Oh boy, I know that place and houses so well, I walked right that spot dozens and dozens of times. Back in my time the building was home of the first Burger King in West Berlin, if I recall it correctly. At least Burger King, or McDonalds. On the northern side of that place is where some years ago a terrorist raced a heavy truck into the christmas market. Since then the whol area, the streets and pedestrian zones, have been protected by hip-high concrete walls and huge industry bags with heavy rocks. Witnesses say the car passed the impact site severla times before making a final run for the target. To me that sounds not like a health issue, but sounds like somebody taking aim.

Witness reports are contradictory. Some say the car aproached in one shaky line, driving on and off the pavement. Others say it "criss-crossed" and passed the place two or three times before making a final turn towards the impact zone. Which would be difficult, because both traffic lanes are separated by a wide green strip with another pavement in its middle, and obstacles - the car would have needed to drive against the traffic direction, which is difficult - traffic is usually extremely dense in that place.
The first kind fo reports support a possible accident due to health issue. The second kind of reports support that it was an intentional attack. However, the driver was overwhelmed and held by passersba. If he had a heart attack or anything, how could he then have struggled, resisted, and tried to run away so that they needed to overwhelm hiom and hold him down? We need to wait for what the police finds out. It seems that the chances are a bit more in favour of an accident than an attack. However, the local police of course is in red alarm mode. Police presence is said to be extremely high.

Latest news says they found a letter of confession in the car. The whole building block has been sealed off due to fear there could be explosives in the car.
According to the Bild-Zeitung, the driver's motive was not political. The Bild quoted an investigator: "Definitely not an accident - an amok runner, a stone-cold killer." During the arrest, the driver made confused remarks, according to police sources. According to information from WELT, the dead woman was a teacher, and the vehicle allegedly drove into a group of students, among others. It was a school class from Hesse.

The police have denied reports that a letter of confession has been found. A bomb has also not been found. The police are treating the case as a rampage and are not assuming that it was an accident. It is still not clear whether there is a terrorist background.

The correct word is Beeinträchtigungs schaden-
And here is a German page which explain what it is- The closest I came in English was disability damage. I found this German homepage about https://www.talentplus.de/in-beschae...ten/index.html Made some more search for this word and found a similar German word for it Behinderung In English = disability So maybe they mean that this man who drove the car had a psychological handicap. The inquisitor (is that the right word? The dictionary says so) sent the man into a psychiatry, the talk is of a severa case of schizophrenia, and severe delusions. He is so gaga that the police translator struggled to understand and translate anything that he said, or babbled. Police practically rules out a terror background. The man also is no unknown to the police, and neighbours repeatedly called the police when he flipped out at home before, media report.
Some left politicians from the Berlin anarcho-senate also show serious signs of babble syndrome. Piepsy, the Berlin SPD "mayoressness" - or is the correct gender term "mayorette"? - , said that there was a "Beinträchtigungsschaden". Sorry, there is no translation for this stupid drivel. What the hell is bitteschön a "Beinträchtigungsschaden"...? I only know "Dachschaden", its an omnipresent problem in Berlin
