Better communications huh. Since submarines are hardly going to advertise their location apparently the only realistic solution I see is to put a transponder aboard every fishing vessel and on every fishing net.

British SOP is as follows
Upon detection of a fishing vessel the submarine is to keep the fishing vessel at a distance of more than 3nm If the submarine is within 3nm they are to surface Has been that way for some time

Fishing accidents do happen and when you bottom trawl you can sink a vessel it’s happened plenty of times over the years
The fact that the Dutch boat was surfaced in transit took that out of the equation and the British boat being along side at the time also discounted that theory But atleast the British came to a conclusion unlike the French investigation
