Editing wave height/U boat floatability

Where do I go to edit the wave height/sub buoyancy in stormy weather? I just want it so that in 15km + wind storms my U-boat wont fully submerge shutting off my diesel engines temporarily because of it. Like its submerging entirely under the water on surface cruise mode a lot (every minute or 2 in heavy wind storms), so if anyone can direct me to the file where I edit that, it would be very much appreciated.
I also have sh3editor so I can edit a .dat file if need be just need the guide to show me the way.
