New subs unavailable?

So,I am playing in the first flotilla. According to the manual, the IID should be unlocked in 1940. However, it is Jan 5, 1940 and the IID doesn't show up at all. What's going on?

Do you use any supermods or SH3 Commander that may change the default U-boat availability dates of the vanilla game?

I use SH3 Commander. What does it change the dates too, or where can I find out?

SH3 Commander has many options available, and it's a year to change, model and crew a good option and works well for GWX3.

As its manual says, SH3 Commander gives "correct availability dates for U-boats based on the historical date each Flotilla (1st, 2nd, 7th or 11th) received the boats"

Accordingly, Type IID U-boats in the 1st Flotilla will be available in September 1940.
