Default Exmouth Gulf and Harbor Tugs

Two questions. First, for you Fremont patrollers, how often do you stop at Exmouth Gulf to refit? IRL it was not a good location, and there was a tender there for only a month or so in '43. However, there was fuelling capacity that seems to have seen use for much of the war. As the current refit option does more than just add fuel, I'm torn about how to model it. If it's something you rely on to reach your patrol area, then I don't want to mess it up.

Second, was it common practice for tugs to escort subs out of harbors? I expect it happened at Fremantle and Brisbane, where the tenders etc were in rivers, but perhaps less common in more open harbors like Midway amd Milne Bay.

Admiral Lockwood's book is great, he describes how he changed Asiatic operations, including adding badly needed support facilities for his submarines. It is free on archive.org:

Also, 'Silent Victory' is a good reference available on Amazon.com, and your local Public Library.
Clay Blair Jr's 'SILENT VICTORY'

Thanks! I've been reading about it a fair bit, will have to check those sources. I feel somewhat hampered by the genericity of naval bases in the game. Fuel was relatively easy to find, but torpedoes and repair facilities were another matter. I'd like to make forward refueling (realistically) easier for players without making torpedo refills too plentiful.
