Need Help from a SH5 Wizard! SOAN additional info files.

Is there a SH5 Wizard somewhere on middle earth, that would be so kind as to point me in the right direction to find the files associated with the "Additional Info" in the Recognition Manual, and also the linkages that allow the SOAN to display in the UI

I'm attempting to see if there is any possibility of incorporating "The Submarine Commander's Handbook" etc in a similar format, which would allow it to be accessible ingame. Any advice would be appreciated.....Thanks in advance
