Default The Resolution of 1780 @ 98 , only Congress can

Enact law,, not the president or the alphabet agencies that surround him,, as it seems at the moment the BLM is up to it's old tricks exserting powers that they do not have under the constitution, as this video will explain the resolution of 1780,,, and this will explain federal jurisdiction,,
