Default Revisiting Dangerous Waters - Vladivostok Campaign Mission

After a long hiatus, I decided to pick Dangerous Waters back up again. However, I encountered an irregularity in the Vladivostok mission that I can only attribute to an unresolved bug. My memory is rusty, so I figured I would put this before the community.

The issue is that around the 2:30:00 mark, the Rebel escorts go completely bonkers. They automatically home in on either the Akula or the Han and go on a Helix feeding frenzy. The obvious intent of the second campaign mission is tense recon and peacetime ROE is set in the mission files for all sides. The Rebel side going completely bananas once the harbor patrols get near any unit should not be happening, even upon counterdetection.

The issue that I see as the bug causing this behavior are the SAM sites near the Boomer pen spawning as destroyed. This would cause the ROE shift that would result in this behavior. I checked all of the triggers for each of the Vladivostok variants and there is no reason for this attack to occur. I suspect it is a code bug. Has anyone else encountered this? I am certain that with the sim being 11 years old, this is not new. I know that when I first played the mission four years ago in stock, it was never this dicey.
