Default tonnage bar lol.. sometimes it doesn't matter

Just restarted a new campaign (WOS). Was driving around Danzig, really only interested in messing with real navigation and wasn't paying attention to my tonnage (I had sunk one small ship and the tonnage bar was very low).
Anyway, I wasn't sinking ships, just driving around, then I got the message "rebase to Kiel" and it said one of my objectives was met.

So I thought, "Ok I'll just drive back to Kiel". On the way home I ran into two ships, sunk them both (way out of the range of the original Danzig objectives)...
Suddenly my tonnage bar max'ed out and I was told I met both objectives..

I'm deducing from this:
1) I guess I can sink ships outside of the target area and sometimes see the tonnage bar fill??
2) Just spending enough time in an area 'might' cause the system to indicate an objective is complete.


This is just feedback regarding the tonnage issue since we're all experiencing this issue.
