In TMO when dived the crew do not man the 'dive planes' station automatically? How do you re-position the crew to show in the Control Room as all the crew boxes are already occupied? Likewise, when surfaced to relocate them as the dive planes would not be manned in that situation?
Any help appreciated.

Your supposed to leave those spaces empty instead of filling up your boat with crew. When you surfaced those stations have no-one on them, and when you dive, you are supposed to manually move your deck/watch crews inboard to open slots. And to move them, just drag and drop the crew in to the slots.
