Default Okay... I'll bite...

Why can I not move after reaching my patrol area? Is there a glitch with the base game?

What do you mean? Of course you can leave your patrol area in the game.

That one bites me every once in a while, turn up TC before leaving battle stations, and then next thing I know 'cannot proceed, sir, we are too dang tired'

OR, do you ask why you have to stay within the bounds during the patrol? In this case, you stay within the allotted range for the proper time and then the star turns gray meaning you've completed your task, then feel free to go wherever to sink whoever.
