Default No Mission Editor in start menu

I see a lot of people talking about the mission editor especially using it to set up scenarios for training missions.
I want to do this to practice on some non-moving targets with the TDC something I need a lot of help with but when I start up my game there is no mission editor present. I have a file for it in the base file system for SH4 but no way to activate it from within the game.
I have version 1.5 running.

The Mission Editor is found in the main game folder "Silent Hunter Wolves of the Pacific". It is not accessable through running the game. I suggest you read/print a good tutorial like this: Mission Editor User Guide, or check out these other threads.

Open folder, find SH4missioneditor.exe. Right click, select COPY. Change to desktop or wherever you want it, right click, PASTE SHORTCUT.

I know how to create a shortcut along with many other things related to working with Windows. What I don't understand is why we are having to go into base files to find a program that's should be part of the computer's start up menu.
Why would SH bury something in a base file that should be part of the games menu? If you're going to have a mission editor make it part of the games features.
Dangerous Waters has a link for the mission editor right on the main menu screen as do many others.

Get to know the main game folder/files!!

If you have any plans of doing ANYTHING with the game (like modding) using the main game folder/files is going to be a requirement. For instance, when using JSGME, it will warn you of files that will be overwritten of a previous "Activated" modification. It's truly up to you to decide what that warning means....and whether you should continue with the overwrite. The developers aren't really "burying" anything.....its right where it should be.

The more you know, the better decisions you can make to keep your game running as expected.

The short answer is, because it was made by Ubisoft.

Yeah if you know were to look for it. But if you've just loaded up the game for the first time and SH3 was the last game you played you might not be sure.
