[WIP] UI independent Keyboard Layout Help

Hey Mates,

the keyboard layout Help of this games has always be a pain in the neck for me.

So i decided to write a function that is reading out the commands.cfg and looking for commands wich has a key binding.

Whenever a change has been done in the commands.cfg it will be displayed.

I have created it that way that every written text is depending on what is written in the menu.txt.
If this mod is used it has all to be copied to the menu.txt you are using.

So the help can be displayed in different languages and keyboard layouts wich is used.

I tried to find out every possible Virtual Key Code belonging to the standard english(USA) keyboard layout.

It is called by using the F1 Key but does not show any more the graphics of the keyboard layouts.
