Default Modding Help -Ship Compartment Slots

I'm stuck at a point trying to figure out how to manually fix a compartments
issue I'm having & can't seem to fix.

in the submarine\ship.upc file within the ships folder I am trying to fix the (Engines Compartment)
it clearly is set to 21 crew slots as you see here:

so it "should be" working showing no more then 7 across per row in game.
and yet as you can clearly see in the image below there are 8 in each row
(24 crewslots all together) overlaying into the control room.

is there perhaps some other file overwriting these with nerfed settings?

Any Help is appreciated as always.
