Do bays always have calm seas?

I only pull in exterior reserve torpedoes if the sea is calm enough to man the deck gun.

Of course, in SH3 it seems it is always storming.

So often I will pilot my sub into a bay, like where a resupply ship is, and invariably the sea is always calm there, even if the skies are stormy.

Is this always true in the game?

If I can't find calm seas at sea I just motor into a friendly/neutral bay, pull in the torpedoes, and then continue the mission.
