Campaign progress in OHII

I ended up missing the invasion of Norway since I went into port at that exact time.. I got all the way to the middle of July and I am still not off of the coastal waters part of the campaign. No missions available.

I have all of the small crosses filled up, but not the big ones.

Am I missing something obvious? I can't seem to progress into the next part of the campaign.

I use Open Horizons II full

I made it to November 6th, 1940. Still no new missions, still in "coastal waters."
