The original SH1 had a lovely map in the loading screen that showed the extent of Japanese occupation at each point of the war, but no SH has ever had that on the in-game maps. On the other hand you can tell which cities are occupied by their color. Not much, but better than nothing.

Couldn't the same thing that allows the names of Seas and Straits on the map be used to add the names of countries and their borderlines?

No Vipre, that was added for SH4 but is not there in SH3. In Sh3 what modders did was to open the gigantic map RAW files and paint the names there (And that with colour limitation, they couldn't f.e. use black).
The only way to add country borders would be to do the same, which is quite complicated and labour intensive.
