Default strange smoke

Sometimes i have smoke around harbors but no schips

This could be where sometimes when the game loads from the bunker - all the ships etc are loaded into the game. Here some ships can be loaded just a fraction off where they should be and thr ship hits the pier etc.
This can then cause the ship to leap in the air and destroy itself - leaving smoke as the only way to know there was even a ship there.

it was also whit a harbor for reload
