How to enlarge SH3 in windowed mode?

So I think I got my latest soup of mods up and running but I remember reading on here that someone played the game windowed and then enlarged it to fill their 1920x1080 monitor. My question is how the heck do I enlarge the window? Do I go into SH3's files and do it or is it something in windows display settings? I can't for the life of me figure it out.
