Ships missing from the XO's list?

I'm tearing my hair out trying to untangle this one. Most of the ship entries on the XO's list are blank and the arrows disappear when you move onto a blank entry. Can't ID the ship - can't get the mast height - can't torpedo the pigdogs. It's listed in the SOAN book as 'Large Steamer' but I can't get the XO to show me that option. Here's the soup:
