[REQ] Editable captains log

One think I miss is a logbook where one can enter its own messages, and maybe it is in the game, but I cant find it.

Looking thru the files, like in captain log.ini I see this for example:

It looks like there is something, but doesnt work nor enabled.
Because this goes way over my head, I hope someone with some extra time will pick this up, to make it usefull for offline reading, and posting here.
