Modding "destroyed" equipment to damaged?

Is this a possibility in SH3?? I recently had a game with a destroyed conning tower i.e all system in the conning tower were gone. I couldnt use radio, periscopes, rader, etc.. Well it didnt matter because shortly after i escaped that terrible depth charge i was blown up by a plane

Somebody modded this in the SH4 forums. Dunno if its even possible to bring destroyed equipment back to maybe 20% or just damaged but not fully repaired
