Download limit reset?

When does the daily 10 downloads reset? I downloaded mods yesterday, and 6 more left to download.

24 hours from that download. Say you download 8 before 4pm , 1 at 5pm and 1 at 6pm , you will have 8 to use the next day at 4pm , 9 at 5pm and 10 at 6pm.
