operating zones in the DW campaign

In at least two of the missions(Mission as the Orion and later as a 668) you are given orders not to go within a certain amount of miles from land. Yet in both these missions you start within this limit.

First of all what do they mean with miles, im just guessing it nautical miles, but I could me wrong. It really does not matter because I'm sill starting within the limits even if it is imperial miles.

Second. Is there any effect of breaking these rules? They are not mentioned in the mission status display, and when the A.I. Controls the Orion during te first mission he clearly breaks this rule.
