[REL] DBSM SH3 Speech Fix

Some people have complained in the past about the fact that "Ahead Slow" is whispered all the time.

This little mod changes it so that file is spoken in a normal voice (still from the movie) except when Silent Running or other times when they whisper.

You guys who haven't seen this before might want to know that it's designed to work with the full Das Boot Sound Mod. This is just a little add-on.
