Default SH3 commander Install

I have downloaded SH3 commander and SH3 compatibility mode. How can i install? There seem to be in a file .7z that i cannot open. Plz help. I know this might be trivial for many but not for me...

7Zip is by far the best compression tool.

Although most people seem to use WinRAR, 7Zip is top notch.
