The Chinese government has an article saying "the internet in china is the most free on earth, netizens could comment on anything" （中国的网络是最开放的）and yet at the bottom, it says "comments are prohibited for this article"

And the bill says:

A BILL
To combat online infringement, and for other purposes.

its not that bad if you ask me
