How to refit boat,promotions,awards,from sub pen?

I finished coastal waters,returned to base and docked.Now I'm standing on the dock and I was wondering how to access the awards,promotions,etc.I went to the skipper,and he wanted to send me on another mission.Who do you approach so one can do the things you used to do from the office in SH IV?
I also need to change the crash dive and periscope depth speed,or I'm going to be looking for a new campaign to start.I think I can probably get through it by looking at the cfg settings,but if anyone can help with a short-cut I would appreciate it.Thanks for help in advance.

There is an engineer standing left to the officer. Talk to him for equipment, upgrades and camo/crest. Awards/promotions only after you start next patrol.
