CareerTrack Location, TargetLocation

Did anyone manage to find out what the Location and TargetLocation values in CareerTrack.upc represent? I noticed some pretty small floats (exponential e-45?)

That was my first thought, yet I'm afraid this field too isn't recorded properly.
