The Spy Infiltration mission in Ireland

Anyone know how you do this one? I sailed my boat to within about 5 meters of the shore near the infiltration icon on the map but I cant see a way to actually complete the objective? lol

Help??

Go to within 5m of the icon, at night, at a dead stop and wait.

I heard that the spy missions are optional, but how do you actually get them? I'm on my second campaign and I was never offered one
