Trouble DL Dyn En 2.9 from Subsim

I've been away from SH5 for an age. I've run aground DL DynEn v2.9 from Subsim's DLs. Whenever I use 7z to extract the files into JSGME, just the file folders extract. Not the files themselves (0 bytes).

My version of 7z works fine as I've DLed the entire lot of beautiful mods for sober's mega mod, and they work...Dyn Env v 2.9 is the exception.

I've made three attempts at the DL and get the same empty files every time I try to extract them into JSGME. In the encrypted state, I am able to see that the files contain data.

Any hints?
