Transfer flotilla

Hello fellow sub'ers!!

1st post here so forgive me if this has been up before.

I started out career mode, did a couple of patrols and I'm now at June 1940. I started out in 1st flotilla at Willhelmshaven and now i want to transfer to the 2nd flotilla to try out the IX Type submarine.

But I can only apply for the 7th flotilla. Why? I read the manual and it mentions nothing of restrictions for flotillas. Does the 2nd flotilla only become available later in the career?
