Whats the story with torp speed upgrades?

Safe to say there is a bug with torp speed ability upgrades and solutions?
Is there a mod that addresses this yet?
Does not appear to be a scheduled fix for it in patch 2 yet. Is everyone just avoiding upgrading any torp guy abilities that affect speed?

There's several mods that "fix" it, but they fix it by completely removing the bonus.

Which is really fine. I personally use Krupp's torp fix thingie.
