Campaigns and timings

Can anyone please clarify the intereffects of dates and campaign goals
At the end of March I selected the Norway campaign Wesserubung and was despatched to Trondheim to recon the port.
This took a good few days because of bad weather and poor visibility and by the time I returned to Wilhelmsaven and set out on the "destroy British ships" mission it was mid --late April.
I have reached and entered Narvik fijord but the only shipping I am meeting coming out from Narvik are German merchants. It would appear that Norway has already fallen and there is no point at all in me swanning about. Id might as well accept a failed campaign and select a new mission elsewhere
Does this appear likely ?
This campaign idea is a very promising idea but it is so poorly organized and so lacking in communication from BDU . Decisions are so difficult without the knowledge and communication.
If my assumptions are correct then by ordering me to do the Trondheim recon at the very end of March I would never be able to undertake in time the ship destroying mission in Norwegian water
That would not matter if- either /or- were seen as a success -but it appears both are necessary and simply the timing of the missions can prevent that totally.
My feelings are-- a very imaginative approach but not clearly enough thought through or planned.
Any similar experiences or thoughts please
