Is there a way to edit the ammount of promotion points available to give out?

don;t know but you can easily change the number of points required to promote, which achieves the same means, check out my mod, krupps longer leveling, or just chane the specialabilities file under

C:\SilentHunter5crack\data\UPCDataGE\UPCCrewData
