Crew Abilities Menu

How do I access the crew abilities menu. I cannot find out how to make my crew learn new things. Do I have to be in my home oprt for this to work. If I do who do I speak to in the subsheds??

Click on the button shown in the picture below, then just click to the crew member photos to get to the ability thingy.

I am wondering if the crew management button is locked in the first campaign mission ' invasion of poland'? When I press it nothing happens. Bringing up the help menu, it lists G as the shortcut, but still it doesn't work. In fact all of the subsystem (torps, systems & crew management) don't work. I have patched and am currently running 1.1.5.
Anyone else have this problem?

cant answer you for sure, but I notice that in the polish training mission, I dont have any crew watch on my deck, so I suppose something is done to that first mission.

secondly, after finish it, dock at kiel, getting started again n going to england, I notice my f5 and f6 doesnt work, deck gun and air gun. now this is weird.
