Chaning Game Settings #Help!

I changed my game settings to take off the health bars and so on , but after a reload of saved game there were back ..

I docked and ended a patrol and came out in the Pen to talk to the officer to get my next mission, I tried Esc to get the interface up but that didn't work.

I took my next mission and then I was on the TC on my uboat ready to set off , I hit Esc then and the Interface came up but it would only let me into the Graphics Tab and the Sound Tab, it would not let me into the Gamesettings Tab.

Where and when can i change these settings ?
