GWX3 and Vista

I recently downloaded GWX3 for Silent Hunter III. I have a fresh install from STEAM and I went to do the add on and it says it will not download it if there are MODS. I have not downloaded MODS yet.

I am running the program through STEAM and on Microsoft Vista.

Anyone else have this issue?
