off set Radar sweep on PPI

Decided to give RADAR training mission a try. A scope works as advertised but the RADAR sweep on the PPI scope is off centered to the west and I can't see the PPI bearing or range rings. Same thing happens when I remove all Mods. I believe it has something to do with center of origin of the RADAR sweep but I don't know which file it is in or what the correct center should be. Any help would be appreciated.
