[REL] Cheap and Early Torpedoes
Building (or deconstructing, destroying, who knows?) on STEED's Free Torpedoes, which conflicted with some deck gun installations, and on request of Realoldephart for earlier Mark 16s that don't cost anything, here is my cheap and dirty mod that should only affect torpedoes, making everything available for free after January 1, 1943. Cheap and Early Torpedoes.
