In the basic config file what is the function of the repeated list of numbers?
26=0 27=1 4=2 3=3 49=4 50=5 52=6 117=7 54=8 21=9 55=10 22=11 56=12 57=13 58=14 33=15 23=16 59=17 121=19 118=21 120=22 119=23 142=25 122=26 123=27 147=29 145=30 146=31 131=35 132=36 133=37 134=38 135=39 140=40 51=41 143=42 139=43 etc?

it has something to do with id's and so on that can be found in zones.cfg.

It's a translation table. Each Submarine block has one and it's used by SH3 to map the internal submarine block indexes (compartment equipment) to the global game indexes. Best to leave alone unless you understand both sets of indexes. IIRC I use them in SH3Cmdr's "Continue career with new commander" function.
