(REQ) Get rid of the water wash effect on periscope

Hi all,

I haven't been here for a while so I'm not sure if there's a solution for the problem meanwhile. I couldn't find anything using the "search" function also. Anyway, the problem is the water washing down effect on the peri lense, which makes it impossible to play on my laptop because of frame rates of ~5 or so. I would really appreciate any help to solve this problem (including editing files via Silent Editor etc.), because it makes it virtual impossible to make underwater attacks in bad weather (95% of weather states in sh3 ).
