[REL] sonar target fix

this is an attempt to fix some smaller ships
not being picked up by the sonar gear.
i think (mostly american) pt-boats, fishing boats,
trawlers can now be heard on the hydrophone.
i'm not 100% sure with foreign boats.

im pretty sure the hog islander sound is broken too
