When sniffing around in Sh3 .dat files with I also found textures of dials in some of them there. I think the dials you seek are in the submarine type-specific .dat files. But I don't know the Sh4 folder structure so I can't help further where exactly.
The path you mention looks like the 2d gui only. |

Whoops, my mistake. I didn't notice the lack of the needle in the 2d dial. I thought you wanted to mod the sub's 3d dials.
