It depends on what you're looking for. It's turn based (turns being daily to weekly, depending on your choice) and the map is in 60 mile hexes. You command individual ships, air groups, and ground units. You must move supplies and fuel to logistically supply your bases and conquests. You do not tactically fight the battles. The battles are resolved automatically and you watch the animation (if you choose). The AI is not near the level of a human opponent (played by e-mail--both sides give orders and then the turn is resolved). Fight smaller battles or the whole war from the attack on Pearl Harbor (which resolves differently each time).
An expansion is in the works (weeks to months out) to enhance the AI, re-balance some of the air combat, change the map to 40 miles/hex and other tweaks, but the original will be required. If you'd rather fight the Pacific war 20 year earlier with dreadnaughts, check out War Plan Orange (same game engine, different order of battle) |

I use to be, and still am, a big fan of PTO II, especially the ability to create new ship classes. Is this game similar in any way?

WitP is great. Really the only game of its kind and scale. But that being said, you had damn well better be able to play 1 hour turns or so for the next couple of years every day. As great as it is, I couldn't do it.
