Seals Question

Hello,

Sorry if this question has been asked, but I couldn't find it. I have been playing this game for 5 years now and I am still not certain as to how do you release the seals out of the submarine?

And another question: In the second mission with the Los Angeles Class in a triangle it says "release location". What do I have to release? Seals? If so how do I do that?
