Default Cities countrydesignation

In which file is used to designate to which country a city belongs to. Is it also possible to change the owning country? I know that the cities is placed in campaign_loc.mis but I cant find any way to edit them there.
Edit: or why has different cities different colors? It corspondes in some way their side, but not fully?

In the mission editor's Menu go to Tools and select "Map Location Edit Mode". Load or Merge the Campaign.LOC and you will see a bunch of small icons for the "locations". Select one then right click and "Edit Map Location". In the window there is a checkbox for "Use detected side text color" and it will make the friendly ones blue and the enemy red text.

I do not know where it gets the info for which side it is "detected" as.
